In the typical colonial-type situation armed struggle becomes feasible only if: There is disillusionment with the prospect of achieving liberation by traditional peaceful processes because the objective conditions blatantly bar the way to change; There is readiness to respond to the strategy of armed struggle with all the enormous sacrifices which this involves; There is in existence a political leadership capable of gaining the organised allegiance of the people for armed struggle and which has both the experience and the ability to carry out the painstaking process of planning, preparation and overall conduct of the operations; and That there exist favourable objective conditions in the international and local plans.
Six years after the 10-point program’s introduction, Newton made some adjustments to the guidelines to reflect the new direction of the Black Panther Party, which grew to adopt the plight of all disenfranchised groups of people. The new 10-Point Program combined the bulletpoints that called for the freedom of black people from incarceration and the trial by jury of “peers for all persons.” Another new point that was instituted was the one listed below, which was likely influenced by the United States’ participation in the Vietnam War: We want an immediate end to all wars of aggression. We believe that the various conflicts which exist around the world stem directly from the aggressive desires of the U.S. ruling circle and government to force its domination upon the oppressed people of the world. We believe that if the U.S. government or its lackeys do not cease these aggressive wars that it is the right of the people to defend themselves by any means necessary against their aggressors.

State monopoly on violence, in political science and sociology, the concept that the state alone has the right to use or authorize the use of physical force. It is widely regarded as a defining characteristic of the modern state. In his lecture “Politics as a Vocation” (1918), the German sociologist Max Weber defines the state as a “human community that (successfully) claims the monopoly of the legitimate use of physical force within a given territory.” As the use of the term legitimate underlines, this concept does not imply that the state is the only actor actually using violence but rather that it is the only actor that can legitimately authorize its use. Some scholars, however, diverge from Weber and, following the tradition set by Thomas Hobbes, instead argue that the ideal of the monopoly of violence concerns not only its control but also its use, such that the state is the sole actor that can legitimately wield violence except in case of immediate self-defense.
