RP• @centerforhumanrights “Why were you smiling when you shot me?” Ghazal Ranjkesh, a law student from Bandar Abbas, Iran, is among hundreds of people who’ve been shot in the eyes by Islamic Republic forces deployed to crush anti-state protests. “The shooter didn’t know I’m bulletproof,” Ghazal wrote in a defiant message on Instagram. “He didn’t know that my soul and body are more than that.” In a letter, more than a hundred ophthalmologists warned in November 2022 that Islamic Republic forces’ use of birdshots and projectile weapons against street protesters are causing “severe eye injuries” and “irreparable consequences,” including “the loss of one or both eyes.” According to the International Covenant on Civil and Political Rights (ICCPR), to which Iran is a party, everyone has the right to freedom of expression and peaceful assembly. According to the UN Basic Principles on the Use of Force and Firearms by Law Enforcement Officials, law enforcement officers may use force only when strictly necessary and to the extent required to achieve a legitimate policing objective. Yet Ghazal, like countless other Iranians killed or maimed by state forces in recent months, was simply walking in the street.
