Я вдячний генералу Залужному за два роки захисту. Я вдячний за кожну перемогу, яких ми досягли разом і завдяки всім українським воїнам, які героїчно витягують цю війну на собі.
Відверто поговорили сьогодні про те, що потребує змін в армії. Термінових змін. Я запропонував генералу Залужному бути й надалі разом у команді Української держави. Буду вдячний за його згоду.
Відсьогодні до керівництва Збройними Силами України приступає нова управлінська команда. Я хочу, щоб бачення війни було єдиним і в наших воїнів у Роботиному чи Авдіївці, і в Генеральному штабі та на Ставці. Я провів десятки розмов із командирами різного рівня. Зокрема, сьогодні говорив із бригадними генералами Андрієм Гнатовим, Михайлом Драпатим, Ігорем Скибюком та полковниками Павлом Палісою і Вадимом Сухаревським.
Усі вони розглядаються на керівні посади в армії та служитимуть під проводом найбільш досвідченого українського командувача. Він має успішний досвід захисту – провів Київську оборонну операцію. Він має також і успішний досвід наступу – Харківської визвольної операції.
Я призначив генерал-полковника Сирського Головнокомандувачем Збройних Сил України.
Сьогодні ж говорив із генералами Мойсюком та Забродським. Їх досвід – на службі державі.
2024 рік може стати успішним для України лише за умови ефективних змін в основі нашої оборони, якою є Збройні Сили України.

Щойно був проведений обмін – іще 100 наших воїнів повернулися додому, в Україну, з російського полону. Солдати та сержанти. Більшість – захисники Маріуполя та «Азовсталі». Воїни Національної гвардії, прикордонної служби, Збройних Сил України. Загалом на сьогодні вже звільнено з російського полону 3135 українців і українок.
Я дякую всій нашій команді, яка займається обмінами. Кирилу Буданову та всім у ГУР, хто веде обміни. Андрію Єрмаку та команді Офісу. Дмитру Усову та всьому Координаційному штабу з питань військовополонених. Усім, хто залучений, усім, хто допомагає. Дмитро Лубінець та команда омбудсмена. Ігор Клименко та команда МВС. Василь Малюк та команда СБУ.
І, звичайно, моя особлива вдячність усім нашим воїнам на передовій, кожному підрозділу, які поповнюють обмінний фонд і беруть у полон російських окупантів. Кожен на своїй позиції забезпечують це.

Another prisoner exchange has just taken place—another hundred Ukrainian warriors have returned home from Russian captivity. Soldiers and sergeants. Most of them are defenders of Mariupol and Azovstal. Warriors of Ukraine’s National Guard, Border Guard Service, and Armed Forces. As of today, 3135 Ukrainians had been freed from Russian captivity.
I am grateful to our entire team working on the exchanges. Kyrylo Budanov and everyone involved in the exchanges from Ukraine’s Defense Intelligence. Andriy Yermak and the Presidential Office team. I am grateful to General Zaluzhnyi for two years of defense. I appreciate every victory we have achieved together, thanks to all the Ukrainian warriors who are heroically carrying this war on their shoulders. We candidly discussed issues in the army that require change. I proposed to General Zaluzhnyi that we further remain together on the Ukrainian state team. I will be grateful for his acceptance of this proposal.
Starting today, a new management team will take over leadership of the Armed Forces of Ukraine.
I want to ensure that our warriors in Robotyne and Avdiivka, as well as the General Staff and Staff meetings, all share the same war effort vision.
I had dozens of conversations with commanders at various levels. I spoke, in particular, with brigade generals Andriy Hnatov, Mykhailo Drapatyi, and Ihor Skybiuk, as well as colonels Pavlo Palisa and Vadym Sukharevskyi.
They are all being considered for army leadership positions, and they will be led by Ukraine’s most experienced commander. He has successful defensive experience, particularly in the Kyiv defense operation. He also has successful offensive experience, particularly in the Kharkiv liberation operation.
I appointed Colonel-General Oleksandr Syrskyi as Commander-in-Chief of the Armed Forces of Ukraine.
Today, I also spoke with generals Moisiuk and Zabrodskyi. Their experience serves our country.
2024 can become successful for Ukraine only through effective changes in the basis of our defense, which is the Armed Forces of Ukraine.

Сьогодні відзначив державними нагородами, зокрема «Хрестами бойових заслуг» та орденами «Золота Зірка», наших воїнів. Солдатів, сержантів, офіцерів та генералів. Героїв цієї війни. Тих, хто вже зараз – в історії нашої держави. І серед них – підполковник Збройних Сил України Вʼячеслав Агеєв. Саме його підрозділ у травні 23-го року вперше знищив російську балістичну ціль – ракету, якою у Москві завжди хвалилися, ніби ніхто не зможе її збити. Українці змогли. Званням Герой України відзначив генерала Валерія Залужного та генерал-лейтенанта Кирила Буданова. Вдячний кожному. І загалом від початку повномасштабної війни вже понад 70 тисяч воїнів із різних елементів Сил оборони та безпеки України відзначені державними нагородами. Це хоробрість, яка дає силу Україні.

Ми не можемо зупинятися в нашій боротьбі з агресором. Щоб ця боротьба була ефективною, нам потрібна підтримка союзників, насамперед Сполучених Штатів. Переконаний, що рішення про виділення необхідної допомоги Україні буде обов’язково ухвалене Конгресом. Це зміцнить наш захист.

I hosted a delegation from the United States House of Representatives to discuss the battlefield situation, our soldiers‘ urgent needs, air defense strengthening, and cooperation on joint production of modern drones and electronic warfare equipment in Ukraine.
We must not back down in our fight against the aggressor. For this fight to be effective, we need the support of allies, most notably the United States. I am confident that Congress will make the decision to provide Ukraine with the necessary aid. This will fortify our defense.

I welcomed representatives of Ukraine War Environmental Consequences Work Group.
The draft Environmental Treaty for Ukraine, developed by the International Group and presented today, is crucial, particularly, within the framework of implementing point eight of the Ukrainian Peace Formula, which concerns environmental security.
We need to find common responses to all environmental threats created by war. Without this, there will be no return to normal, stable life.
Today, I awarded state honors, including «Crosses of Military Merit» and orders of the Golden Star, to our warriors. Soldiers, sergeants, officers, and generals. The heroes of this war. Those who are already in the history of our state. Among them is Colonel of the Armed Forces of Ukraine Vyacheslav Aheiev. It was his unit that, in May 2023, for the first time, destroyed a Russian ballistic target missile, which Moscow always boasted about, claiming no one could shoot it down. Ukrainians succeeded. I awarded the title of Hero of Ukraine to General Valeriy Zaluzhny and Lieutenant General Kyrylo Budanov. Grateful to everyone. And overall, since the start of the full-scale war, over 70,000 soldiers from various units of Ukraine’s Defense and Security Forces have been awarded state honors. It is the bravery that gives strength to Ukraine.
