Today I issued an executive order to establish the Maryland Department of Service and Civic Innovation. It will be the home of the Service Year Option, through which high school graduates will have the opportunity to serve their communities and their state, be paid for their work, and learn skills that will serve them in their futures. This department is going to channel the energy of Marylanders to solve our biggest problems. I’m proud of this historic Executive Order and look forward to nominating a Secretary in the coming days and getting to work.

I want you to see what I saw today as I was inaugurated as the 63rd governor of Maryland. This is our state in all its beauty. And this is who I’ll fight for every single day that I have the honor of being your governor.

Today I will be inaugurated as the first Black governor of Maryland on the steps of a state capitol built by their hands. Today is a testament to the fact that progress is not inevitable, but progress is possible. And as your governor I will work every single day to make Maryland the state that our ancestors hoped for and our children deserve.
