There is clearly, in my view, a serious risk of aggravating existing threats to the maintenance of international peace and security.

The @unitednations is totally committed to stay and deliver for the people of Gaza, but under current conditions on the ground, the fulfilment of our humanitarian mandate has become impossible. Even if sufficient supplies were permitted into Gaza, intense bombardment and hostilities, and Israeli restrictions on movement, fuel shortages, and interrupted communications, make it impossible for UN agencies and their partners to reach most people in need.

I again and unreservedly condemn the terror attacks by Hamas, and I am appalled by the reports of sexual violence. At the same time, the brutality perpetrated by Hamas can never justify the collective punishment of the Palestinian people.

International humanitarian law cannot be applied selectively. It is binding on all parties equally at all times, and the obligation to observe it does not depend on reciprocity.

The people of Gaza are looking into the abyss.

I urge the Security Council to spare no effort to push for an immediate humanitarian ceasefire, for the protection of civilians and the urgent delivery of lifesaving aid.

The desperate civilians in Gaza need urgent help, including those in the north where the @unitednations has not been able to deliver aid in more than a week.

The tragic human toll of the conflict in Gaza, in which more than 30,000 people have now reportedly been killed and over 70,000 injured, is appalling.

I reiterate my call for an immediate humanitarian ceasefire and the unconditional release of all hostages, and call for urgent steps so that critical humanitarian aid can get into and across Gaza to all those in need.

But the world is losing its way.

Conflicts are raging. Poverty and hunger are increasing. Inequalities are deepening. Authoritarianism is on the rise and civic space is shrinking.

Today, it is more important than ever to promote and respect all human rights – social, cultural, economic, civil and political – which protect us all.

António Guterres Instagram - The devastating Israeli airstrikes that killed World Central Kitchen personnel yesterday bring the number of aid workers killed in this conflict to 196 – including more than 175 members of our own @unitednations staff.

This is unconscionable.

It demonstrates yet again the urgent need for an immediate humanitarian ceasefire, the unconditional release of all hostages, and the expansion of humanitarian aid into Gaza – as the Security Council demanded in its resolution last week.

The resolution must be implemented without delay.

This International Day for Disarmament and Non-Proliferation Awareness comes at a perilous moment, marked by rising levels of military spending, deepening geopolitical tensions and growing violent conflicts across the globe.

Global leaders must invest in peace by strengthening the systems and tools that prevent the proliferation and use of deadly weapons, and by developing disarmament solutions.

António Guterres Instagram - The death, destruction, displacement, hunger, loss, and grief in Gaza over the past 120 days are a scar on our shared humanity and conscience.

There is no justification for the intentional killing, injuring, torture or kidnapping of civilians, using sexual violence against them, or launching rockets towards civilian targets.

But at the same time, nothing can justify the collective punishment of the people in Gaza.

I am extremely concerned by the inhumane conditions faced by 2.2 million people, as they struggle to survive without any of the basics. I call for a rapid, safe, unhindered, expanded and sustained humanitarian access throughout Gaza.

I also want to add that the @unitednations immediately acted following the very serious allegations against several UNRWA staff members. I was personally horrified by these accusations.

I met with donors to listen to their concerns and to outline the steps we are taking to address them.

UNRWA is the backbone of all humanitarian response in Gaza. I appeal to all Member Countries to guarantee the continuity of UNRWA’s life-saving work.

To stop the bloodshed. To free the hostages. To help stabilize a region which is still at risk of explosion.

This is a crucial opportunity that the region – and indeed the world – cannot afford to miss.

After more than 1,100 Israelis were killed in the Hamas terror attacks of 7 October, after more than 34,000 Palestinians have been killed in Gaza, haven’t we seen enough? Haven’t civilians suffered enough death and destruction?

A full-scale assault on Rafah will be a human catastrophe. Countless more civilian casualties. Countless more families forced to flee yet again – with nowhere safe to go. 
Meanwhile, the repercussions will be felt far beyond, in the occupied West Bank, and across the region.

Even the best friends of Israel are clear: 
An assault on Rafah would be a strategic mistake, a political calamity, and a humanitarian nightmare.

I appeal to all those with influence over Israel to do everything in their power to help avert even more tragedy.

‌The international community has a shared responsibility to promote a humanitarian ceasefire, the unconditional release of all hostages, and a massive surge in life-saving aid.

António Guterres Instagram - The humanitarian aid operation in Gaza is now on life support. It is barely functioning.

Humanitarians are working under unimaginable conditions – including live fire, multiple physical obstacles and Israeli restrictions, as well as the breakdown of public order.

Rafah is at the core of the entire humanitarian aid operation in Gaza.

An all-out offensive on the city would be devastating for 1.5 million Palestinian civilians who are already on the edge of survival.

Just 10 out of 61 planned convoys to the north reached their destination in January.

Despite some limited steps, our humanitarian operations continue to face denials of access, delays, impediments, and multiple dangers – including live fire.

Let’s be clear: Denial of humanitarian access means denial of humanitarian relief for civilians. Food and water for a desperate population. Medicine and fuel for hospitals.

In the meantime, Rafah is under grave threat. Half of Gaza’s population is now crammed into Rafah with nowhere to go.

Reports that the Israeli military intends to focus next on Rafah are alarming. Such an action would exponentially increase what is already a humanitarian nightmare with untold regional consequences.

79 years ago, nuclear weapons devastated the Japanese cities of Hiroshima and Nagasaki.

Nuclear weapons, and the threat of their use, are not confined to history books. The lessons of Hiroshima and Nagasaki, which once guided our collective efforts towards disarmament and peace, have been pushed aside.

We must never allow such devastation again. The only way to eliminate the nuclear risk is to eliminate nuclear weapons.

António Guterres Instagram - I reiterate my urgent call to both the government of Israel and the leadership of Hamas to go the extra mile needed to come to an agreement and stop the present suffering.   

I am deeply concerned by the indications that a large-scale military operation in Rafah may be imminent.  We are already seeing movements of people in desperate humanitarian conditions, many of whom have been repeatedly displaced, in search of safety that has been so many times denied.

I remind everyone that the protection of civilians is paramount in international humanitarian law.

I visited a health centre, sat in on classes, and met with inspiring young student leaders.

Here in Jordan, but also in Syria, Lebanon and, of course, in the occupied West Bank & Gaza - UNRWA is a lifeline of hope and dignity: providing education for over half a million girls and boys, health care for around two million people, and ensuring a social safety net for nearly half a million of the poorest Palestinians.

António Guterres Instagram - 11 July marks the first International Day of Reflection and Commemoration of the 1995 Genocide in Srebrenica.

29 years ago, the UN and the world failed the people of Srebrenica. Over 8,000 Bosnian Muslims were systematically murdered, and their remains buried in mass graves.

The genocide in Srebrenica stands as a harrowing testament to the devastating consequences of inaction in the face of hatred. We must fight against division and intolerance, stand up for human rights, and promote mutual understanding and reconciliation.

May the memory of Srebrenica strengthen our resolve to build a world free from the scourge of genocide – a world where justice and peace prevail, where “never again” is a solemn promise fulfilled for all humanity.

This year, I have come to the Rafah crossing to spotlight the hardship and pain of Palestinians in Gaza – and the obstacles to easing their plight.

This morning, I met with injured Palestinian civilians at the General Hospital in Al Arish, Egypt. I was extremely moved by their stories, experiences and the hardships they have endured, and by the generosity and solidarity of the Egyptian people.

António Guterres Instagram - The #COP28 Climate Conference occurred at a decisive moment in the fight against climate change that requires maximum ambition both in the reduction of greenhouse gas emissions and climate justice.

Science tells us that limiting global heating to 1.5°C will be impossible without the phase out of fossil fuels. This was recognized by a growing and diverse coalition of countries at #COP28.

The era of fossil fuels must end – and it must end with justice and equity.

To those who opposed a clear reference to phase out of fossil fuels during COP28 I want to say:

Whether you like it or not, phase out is inevitable. Let’s hope it doesn’t come too late.

I remain confident that despite many differences, the world can unite and rise to the challenge of the climate emergency. 

Multilateralism remains humanity’s best hope.

An effective aid operation requires:

Aid workers, under enormous pressure and with no safety guarantees, are doing their best to deliver, but we need rapid, safe, unhindered, expanded and sustained humanitarian access into and across Gaza.

But let’s face facts: extreme temperatures are no longer a one day, one week or one month phenomenon.

Earth is becoming hotter and more dangerous for everyone, everywhere.

Further military escalation will only guarantee more suffering, more devastation to communities in Lebanon and Israel, and more potentially catastrophic consequences for the region. The risk for the conflict in the Middle East to widen is real – and must be avoided. The world must say loudly and clearly: immediate de-escalation is not only possible – it is essential. There is no military solution. It is time for reason and rationality.
